Does YouTube interfere with some people's ability to comment on videos?

I seem to run into a litany of problems trying to comment on youtube. It starts requiring me to enter those codes where you read and enter the screwy letters. After I do this I always get errors or it just flat out will not work with no reason whatsoever.
